The 2007 CAP National Board Meetings in Washington DC
concluded on Saturday, 3 March 2007. All 52 wing commanders were present
and voted on a number of agenda items. One gives wing commanders an
optional 3-year extension of their term of office. Region commanders may
have a second 4-year term.
The new name of CAP is "U.S. Civil Air Patrol", consistent with
the U.S. Air Force, U.S. Army, and the other services. CAP remains the
USAF Auxiliary, but is working to expand to be an auxiliary for Homeland
Security. On the BDUs, the new name tape reads "U.S. Civil Air
Patrol". The new CAP seal will also say "U.S. Civil Air
Patrol".
Col Emerson Smith and Col Hartsell Rogers met with Congressman John Spratt
as well as with Congressman Joe Wilson and Congressman Bob Inglis. Both
also met with staffers at the offices of Congressmen Jim Clyburn (House Whip),
Henry Brown, and Gresham Barrett, as well as with staffers for Senator Jim
DeMint and Senator Lindsey Graham.
Congressman Spratt, the Chair of the House Budget Committee, agreed to be a
sponsor of legislation, Civil Air Patrol Homeland Security Support Act of 2007,
introduced by Congressman Dent (Pennsylvania),
that will enable the Civil Air Patrol to work with the Office of Homeland
Security, specifically to do duty on border patrols on the Canadian and Mexican
borders.
The orange triangles are not required on the roofs of CAP vans. A new
insignia device was approved for Incident Commanders.
New Deputy Chiefs of Staff were introduced: Col Eileen Parker (Support), Col
Andrew Skiba (Operations), Brig Gen Richard Anderson (Strategic Missions), Col
David Mikelson (Training).
Our funding for the National CAP is apparently secure. Savings from the consolidated maintenance
programs will be used for training.
